Twin trs Saginaw power steering help

Need some pointers guys. I have an old spectra 32 that I'm finally getting ready for sea trials. Problem I'm having is that my power steering ( still the original Saginaw valve setup ) is not giving any assist. I seem to have fluid going through the valve but doesn't seem to be much. I have loosened the hardline at the cylinder and I could see fluid running out but not much. Does anyone have any trouble shooting experience with this?

Thanks

Also, was wondering if the newer valves can be used on the trs transom plate

The valve is the same as a 59 Impala and up to 82 Corvettes, rebuilds are available. Check your cable length to be sure the valve is moving the correct amount. There is also a psi test that can be done to verify, check a Mercruiser TRS manual for instructions.

Steering is fixed. Seems something in valve was stuck. When I undid the cable based on troubleshooting steps. I moved the valve. The drives moved slow then a bang and they moved correctly.

I had the exact same thing happen on my Scarab 300. The boat sat out of the water for a year with the PS lines disconnected. Steering was slow and hard until I had the engines up to speed then just like you, bang it loosened up and worked the way it did before. I think it may have been a air pocket or something but all seems normal now.
