Mercury OB lower unit repair

So I have an old boat with a pair of 225 3.0 carb 2 strokes. Over the weekend one of the engines decided it no longer wanted to shift into reverse. Sometimes it will go into reverse with no issue and sometimes it will not budge no matter how hard you pull on the shifter. I don't believe it is a linkage issue as I have unhooked it and it moves fine. I assume it is an issue with the dog clutch not wanting to move on the shaft. This is not really my field of expertise so I will ask. Is it worth taking the lower apart and trying to fix it or should I just buy a lower and bolt it on? I am not very far from Clearwater and it looks like SEI has them for about a grand.
