Steering cable play?
 

When moving the drive side to side the housing on the steering cable moves away from the nut on the rack and then pulls back against nut when pushing opposite direction. Does this go away with engine running? Cable problem? Adjustment?

Try it with the engine running. The pump/pressure will remove the play (somewhat).
