I just installed full hydraulic steering to my boat. Full disclosure: Mine is a single engine setup, but I don't think your issue has anything to do with single/twin. I noticed that inside my reservoir, I can't even see the return port from through the fill opening, which is on the side, because there is a diverter plate. You could always buy a new reservoir that has the returns into the side, and with a diverter. Or you could always have one fabbed up by a sheet metal shop if you can't find one. With a diverter inside the reservoir, the return ports on the side, and keeping the fluid level above the return ports, you shouldn't have your fountain or any aeration. Just a thought.
