Filling transom holes

I'm moving the location of my water pick-ups and need to fill two 1-1/4" holes in my transom that are below the waterline. There are also four small 1/4" holes from the mounting bolts.

What is the best way to fill the holes?

Thanks for any help, Jeff:)

Wooden dowels and epoxy resin.
WEST SYSTEM or similar product.

I would take a 1 1/4" hole saw and cut out a few pieces of 3/4" or 1" plywood. I don't know if you can find a 1 1/4" dowel. Use the plugs of wood to fill in the holes in the boat. Leave about 1/4" space between the outside and inside of the hole. Fill the rest with fiberglass, fill the voids with fiberglass bondo, sand down and bevel outwards. Then re-gel.

If you are not going to do this your self C&O fiberglass in
White bluff does a real good job and are pretty fast about it
and thay are not that far from you.
