On boat leveler tabs, one goes out (down) but will not retract. I can hear the pump trying to retract it but it stays down? has anyone ever dealt with this? Is there a blockage? how does it allow fluid into them but not back out? thanks

not sure, I think they are the cheap ones, but I would like to get them working until I can replace them, there is no marking on them though.
