Sound (silent ...) choice on automatic?

I have a CMI Sound Choice system. Air pump expects an impulse to engage and another impulse to disengage. I'd like to automate it (with manual override.) Say, flap closed below 3000 RPM, open above 3500 RPM (to provide some hysteresis.) I could build a system, but I'd rather be boating. Any hints where I can buy such a beast?
