What is the bicycle tire air pump for that I see in pictures of 496mag"s.

I believe it is used for draining the raw water side of the closed cooling system for winterizing.

that is exactly what it is used for, there is an air fitting just like on a car tire that you pump air into and it blows the excess water out of the system
