Doesn't the big donut seal #16 center the tailstock in the hole in the gimble assembly? Also keep in mind the hole in the gimble assembly in which the trans tailstock slides into is not aligned with the hole out side which the bellows is connected to. There is a step between these 2 holes which makes the tailstock appear lower when looking at it from the outside. You can see the step in the pic below the letter "A".

I do realize you also need the bolt stack correct.

The way I assembled it was this from top down:
Bolt/ head of bolt
steel washer
trans rubber mount
fiber washer
Thackery spring inside of the large steel washer
fiber washer
transom mount
Nylock nut

The part I am confused about is if there should be 1 or 2 fiber washers between the trans mount and the tailstock?
I used this picture and Brians post as a reference.

This is incorrect. Should only be one steel washer on transom plate, then one fiber washer, then spring inside the fiber. Then trans mount sits on top of all that. Then you have on top of trans mount a fiber washer, then a steel washer, then the bolt goes down through it all with elastic stop nut on end. You can put the bolt in from either direction, up or down. This is how it is shown in the 2 pics from the manual.
