Small Block Chevy Setting Timing ??

Have a 350 Chevy (Stern Drive) with Edelbrock Performer RPM Heads, Intake, Double Pumper with a 270 Comp Cam, and MSD Pro Billet Electronic Ignition(hopefully around 390 horses......).
Where is best initial and total advance timing settings be ?

There are others here with more/better knowledge, but most SBC like 30 - 36 degrees total. It depends on your chamber design, quech and compression.

With that cam, I would think 12 -14 intial and 32 to 34 total above 3000

Initial isn't really all that important. I would suggest you not exceed 34 total for safety reasons. Just set it a 34 total at 3000 rpm and fuggetaboutit.
