Out Drive Paint that sticks

Is there a particular paint that is used on Mercury lower units that doesn't peel off when it is it he water being used?
What does Mercury do to get the paint to hold up on their outdrives?
I have had two of the best local painters paint it and it was taking down to bare metal and both times it came off the first use.
Special paint??????
