Shifting only when both engines running?

I just ran my new Cig 28SS this weekend for the first time and discovered that the electric shift (Merc trans with TRS drives) will only work with both engines running. I discovered this as I was nearing the dock and the port engine stalled - I couldn't shift the starboard engine out of gear!

After refiring the port engine all was back to normal and I experimented with this and sure enough, both engines must be running for any one trans to shift in, or out of gear.

This bothers me since it negates the reliability of twin engines.

Is this normal? Is this an obvious item that can be fixed without hours and hours of troubleshooting? Any advice is welcome! Thanks!

My old boat had the electric unhooked from the shifting. I think it's only a nuetral safety switch. try unplugging all the wires and see what happens.
