Can Anyone Tell Me Where The Flappers Are Located In A Bravo Y Pipe? Do They Go Bad? Thanks

Yes they can go bad :(
they are only hard rubber.
Once hot they loose strenght.

If you take off the diverter and hose they are only about 2-3 inches down.
Very easy to see, but I have never changed one out so I do not know how hard that is.
If your hose is small enough and you are able to slid it down on the Y-pipe and then just rotate the diverter out of hte way you might be able to inspect them without removing anything.
Depends on your configuration and single or twins

just changed a bad one. like said above they are about 3 inches down the pipe. there is a metal rod sits in 2 slots in the "Y" pipe, and then there are rubber gromets that push on from the outside and end up flush with the pipe. then the hose slids over and keeps them all tight.
