Reason i asked is , that by having them in the lower locations, the idle jets/restrictions are fully submeged in fuel, and can provide a more stable fuel supply while idling.

Sometimes you need to adjust the secondary butterfly to get rid of the surge because the primary is open too much and it's coming off the transfer slot. Just something to keep an eye open for.
