Repairing bolt holes in transom

What is the best way to glass over or repair bolt holes in a transom? I'm talking maybe the size of a quarter or half dollar.

Thanks,
Dave M.

I used wood dowels and 5200, then glass over. But I would wait for an expert to chime in.

in my personal opinion, which is not the easy to do it is gring from both sides until they meet and start glassing, time consuming but worth every penny in my book, a lot more work but will stay together.
