I'm no electrical guru but I do know if you hook 24VDC up to the primary windings of a transformer you'll get zip (0VDC) on the secondary. The only way to get DC through a transformer is to pulse it... i.e. 'invert' the DC to AC then convert back to DC using a regulator... it's a great way to isolate two circuits. Use the inverter link caveman gave ya. You could also use a simple 12V regulator like an LM320-12 if all you want to do is charge your phone... they're about a buck at radio shack.
