No relation....
That's Jake 'Frenchie' French who was the driver of the boat that pulled the various Water Sport acts at the end of Steel Pier. He also repaired them. He worked there from the very late 1920s into the early 1940s. His wife was a famous High Diving Horse rider and Aquaplane performer. For years, he drove the boat that pulled his wife and Rex the Wonder Dog. His wife's sister was the famed Sonora Carver who went blind while diving with the horse and had the film 'Wild Hearts Can't Be Broken' made by Disney on her life since she performed blind for eleven years.
