Trouble Getting Loan

Just Wondering If Anyone Has Run Into This, I Am Trying To Finance A Boat I Already Own. I Bought A 50 Hustler Back In July 2007 And Used A Credit Line To Buy The Boat Because I Already Had A Boat Loan On A 44 Baja. I Sold The Baja In Sept. And I Am Now Trying To Finance The Hustler To Clear Up My Credit Line, But I Can't Find Any One To Do A Loan Because They Call It A `cash Out` Now. I Didn`t Know You Can`t Borrow Money On A Boat That You Don`t Owe Money On! Any Help?

Maybe a nieve question, but how much of an "underground" economy is there in the US?
Are there certain segments where things are on a cash basis?
(Sorry to deviate from original post question.)
