Boated through there on our trip down the ICW. Big area, fairly shallow. We were fortunate to do on a calm day. Wind can be a problem, so watch the forecast. It a spectacular, rural area. If you lived there you probably would not ever see all there is to see...Big area.
We ran from Kitty Hawk all the way to Beaufort in 1 easy day. You need a GOOD chart plotter as there are shoals everywhere. Roanoke island is spectacular.

Hertford is on the albemarle sound. Lots good places on the albemarle and not really any shoal or navigational issues until you get closer to the outer banks. Pamlico sound has lots of good places as well but can get a bit rougher.

I live in New Bern and love it. The Neuse river runs to the pamlico and Adams creek that takes you to Morehead and Beaufort. Beautiful area and always fun in the water. You can run in the brackish water or the salt water, island hop around carrot island or head to the cape for sandbar fun.

I would stay away from Oriental , it's known as the sailing capital of the world (maybe east coast). Pay attention to elevation, the area floods frequently, my uncle had a place in Oriental , after 3 floods and raising the house he moved to New Bern. He had 12" of water in his New Bern house after last hurricane.

I don't see anything in that area being closed down for a kilo run anytime in the foreseeable future so you should be good cruising around anywhere .

I'm from the Morehead city/ Newport and New Bern area and there is countless places to go boating or hang out. Its gorgeous here and the water is great as well once you learn to navigate the area, its not that hard to learn. Search Facebook for Hualin ass on the Pamlico and Lookout shoot out.
