We go down from Cleveland at least once every year. Great lake to boat on. Twenty feet off the shore line and you will be in 100 feet of water is some spots( lake is deep).
You might want to look at Grider Hill, State dock or Jamestown.
They have cottages and camping to.
Grider has 92 or 93( I forgot which one it was) I think State dock has it to.
State dock is a nice marina( Jamestown is to) and its more in the middle of the lake. Jamestown is right next to that across the water/bay.
Lake is great for smaller boats to.

I was checking them out last night. They all seem like good places and priced about the same. I need to find out what the rest of the group want to do.

What is the law like / loudness?

Something to watch out for is if you or anyone in your party is using GPS. As a couple people mentioned earlier in the thread, the lake has been lowered a bit to work on the dam, so there are places on a GPS map that show the lake when it's actually land (like a point sticking out or a small island has appeared due to the new level). There have been a few accidents in the past couple of years as a result of people following their GPS and not using their eyes, especially people venturing out at night.

Also something to watch out for, again related to lower water level, is the ramp you put in at. Just double check with locals before you put in to make sure no issues with the ramp. When the lake was lowered, many of the ramps had to be extended in order to still be used. I believe nearly all of them were extended, but still a good idea to double check 'cause you'd hate to drop a trailer off the end of a ramp and tear something up.

By the way, there is plenty of water in Cumberland - it's such a deep lake that a 40 foot drop has not made it any less enjoyable. Some people even like the new (lower) level better. My houseboat sits about 50 yards from the shore, and my depth meter reads 90 feet - trust me, no shortage of water at Cumberland.

Highest concentration of law enforcement is typically in Harmon Creek (party cove). It's a great party back there and I highly recommend you check it out - just use common sense and don't act like an idiot, and they will leave you alone - cups and koozies for drinks are recommended. Law enforcement on the rest of the lake is pretty sparse - you could easily go an entire weekend not seeing them.

I am not aware of any noise ordinance laws on Cumberland, if that's what you meant by loudness. If you were asking is it generally quiet or loud, I would say it's a very quiet lake outside the marinas and party cove - it's about 100 miles long and there are so many coves and creeks and fingers, you can easily get away from any noise and other boaters. Hope you have a great trip.

Well we booked Indian Hills today. Sounds like a nice place and they take reservations. Now the boat needs to stay together that long to get there. It will be fun.
