I think we're talking about two different things here. It's not about securing transient slips, this is what it's about, taken from the second article;

I was told they would have to move it back from the water and leave that easement so instead it stays the same old grandfathered dump. Must be tough for Chuck to get things done there.

As a life long boater(25 years ) in N.J and now boat in DE and MD on Chesapeake , it is par for the course in this F---up state !! As soon as my home sells in Voorhees I'm out of the ****hole and moving to MD !! Like they say , WILL THE LAST ONE TO LEAVE N.J PLEASE TURN THE LIGHTS OUT !!!
