OSS Rule Updates

There have been two minor changes to the OSS General and Racing Rules and to the OSS Tech rules.

The change in the OSS General and Racing Rules is in OSS General 34: OSS Rule Changes. This paragraph had been inadvertendly missed in prior versions

The change in the Tech rules is in 22. - Bonus points (clarification only)
