38 scarab original outboard scarab

Im looking at this boat and I have not seen another one like it ever, it has triple 225 optimax mercurys on it but it does not have the transom bracket like all of the other boats i have seen, the outboards bolt directly to the transom.i know it was seized for drug smuggling and resold at auction which explains why it holds 300 gal of fuel in the belly tank and 300 in the side tanks. but what is it exactly? anybody have any info on it, during ym research, the name Mike Reagan came up but that lead didnt go very far for me. sorry for the small pics, its all i have for now.

What state is the boat in ? Must have been changed from I/O boat, There in one in N.J. twin o/b w/bracket, said 1 of 3 made. Does this boat have a H.I.N. ? Is the boat complete , couldn't see in pics. "HIGH LIFE"

We owned an original 38 with 3 2.4 merc efi's on it. It was Kevlar and Red with grey stripes.
