I would try the clay bar first as well as a solvent. You could also try Collonite 920, which is the fiberglass boat cleaner. It removes bonded containments really well as well as oxidation.

Can you describe it better? Little black dots? Hard to see on my phone. Do not wet sand anything yet! I wish people would stop suggesting this. It is an absolute last resort, IMO.
