Broken TR prop shaft

Cruising along when all of a sudden a bad shaking started. Turned the prop by hand and could see it was bent so I pulled the prop. Turns out the prop shaft cracked 3/4 around at the seal. Is this a...

Mercruiser TR power steering actuator

I noticed when turning the wheel back and forth that the actuator moves up and down. It looks like it is mounted on a pivot with a boot behind it. Is this normal? Thanks Rich
