I have a 95 24' CS with a Ballast Tank. My Manual Valve for the Tank is stuck open ... anyone have an insight for me?

It doesn't even blow the Prop out on take off ......

It doesn't even blow the Prop out on take off ... are you running Factory Exhaust ... I have had several boats with stock exhaust(I never upgraded before) but considering upgrading this time ......
