I can get mine to ease the surging by leaning the idle adjustment a tad and turning the idle adjustment up a bit. After this is done the idle is too high to engage in and out of gear unless you like...

Thanks for the responses. Ended up buying a used HTM SS 24. '01 model with just 46 hours total. Its more engine than boat but I couldnt pass up the value on all the hardware.
