Coal tar has been around for over 100 years and has been used for coating metals and concrete for ever.
In an epoxy base, it's a lot less messy and is easy to use.

Ya might have to be careful w/some graphics and some paints, but powdercoating, gel and good paint cleans up great and instantly.

You're limited by the amount of water your can...

You're limited by the amount of water your can deliver. Usually that's about 5-7 GPM while your sea water pump needs about 30 GPM above 3000 RPM.
You'll need to limit your engine speed to 1500-2000...
