Part of the problem with thru hulls is they can develop too much water pressure, or too little, and you have to spend time "tuning" them for the boat. They also cause drag and some loss of speed.

Shawn is right, you can remove part 20 in the boat (hard, but doable) and inspect the hose to see if #16 is collapsed, that is a common failure
