I know this isnt the answer you want to hear but In my experience if you want a faster boat buy a faster boat... dont buy a slow boat and make it fast. There will be lots of trial and error involved...

How cold is it where you are?? Steam is not at all uncommon in cooler temps.
All my boats have always had a decent amount of steam when temps get into the low 70's or below.
