Is pump replacement the only option for repair? Or is the valve base plate available and replaceable? Or should I just replace the pump regardless since it is 28 years old...

Suck the oil out through dipstick. Just run some cheap oil in it for an hour or so and then change it again. Diesel works for pickling engines, but I would not run an engine using it.

Boring .060 alone adds very little hp. Maybe 2%. You might need to bore it .030 to clean up the walls, but no reason to .060 unless its needed.
