What are the rules of rot?

Does balsa rot?
When a factory drills a water passage through a stringer and fails to cover all the wood with whatever they use will it rot? if it has the ability to dryout will that change things?
I am going to great strains to seal every concievable piece of bare wood (in passage holes) after treating them with the rot doctor (Balsa won't take rot doctor up). None of this currently rotten so I was wandering if there are guidlines to follow.

No rot now. it is a new boat. Just a lot of missed areas and bare wood exposed in the "weepholes"
