You have to plumb after the seawater pump and before the engine.
Get it from Mercury. Do a search to get the part number or maybe somebody will post the part number for you.

I used something like this, but I think mine have a smaller adjustment range. This one is adjustable from 0 - 300 psi.

This is for a 1/2" valve. I tried one a couple yrs ago, wasn't large enough. I seen the same valve but in the 3/4" version. These are WATTS brand valves that are sold by Teague and CP for a bit more $$ than what can be purchased thru elsewhere. I seen them in the area of $30.
WATTS 530C
Not sure about the high pressure rating numbers, other than my 1/2" was fully open at only 20psi according to my dash gauge.

I believe where the size is listed as 1/2 to 3/4 it is the discharge size. They are still only 1/2 on the goes into end. You can use two of these. Set one at a slightly lower pressure than the other. I ended up with two and it works perfectly. The lower pressure one is open most all of the time and the higher pressure opens at higher RPMS. By balancing the settings you can achieve 5lbs. at idle and 15 at WOT.
