Help, Drives won't trim up while moving!!!

Help, Drives won't trim up while moving!!!
My drives trim up fine when the boat is on the trailer, or when sitting still in the water, but when I am on plane they won't trim up. Anyone got any ideas???

I have bought the brush kit and rebuild kit but havn't installed yet (no time). They are both discontinued but I found them at an older dealer.
