RPM Airgap Guys

Is there any reason to connect the outlet at the front of the intake to the water pump on the Vortec motor?
My bbc had this setup and I saw a set of instructions that said to do this.

This hose allows some water to bypass the thermostat to aid in warming the engine up evenly by allowing some coolant to circulate through the block.
