No Pwr When Cold Pwr Stroke 6.0 2005

For The Ford Guys I Have A 2005 F450 6.0 Pwr Stroke Diesel. Question, When The Truck Is Cold It Has No Pwr And The Turbo Boost Gauge Jumps To 40psi? When It Warms Up It Seems To Run Fine And Boost Level Seems To Be Normal. Any Help Would Be Greatly Appreciated. This Truck Is Totally Stock No Chips Etc.... THIS IS WHEN THE ENGINE IS COLD. THE TRUCK IS STORED INSIDE 45-50deg.NOT PLUGGED IN. DON'T KNOW DURING THE WARMER MONTHS IT JUST STARTED TO DO THIS.

It sounds like the variable vanes on the turbo are sticking, causing it to overboost. You need to find out why this is. A trip to the dealership is in order so they can have it overnight. That when they can start it when cold to try and duplicate the problem. There also might be codes stored already that will help them out, even if the is no Check Engine light on.
