I don't think so, but it's better to put mufflers on and avoid the hassles. California is pretty tough, especially in the marinas where some people live on their boats.

There's no "point" on your record. Driving your boat has nothing to do with the DMV who issues your license. It's usually a straight fine though, not a fix-it-ticket. Fines can be high and if you don't pay them they go to civil assesment (attached wages, civil suite, etc.).

GGB is alive and well. He has moved and is producing many products but is no longer selling direct.
