Default Tripple axle brakes in VA?

I live in VA and am buying a trailer for the 342 Baja that I just got. I was told that in VA anything over 12K pounds GVW had to have brakes on all three axles. Is this true? If not do I need them on all three or is brakes on 2 axles OK? I am pulling it with an F250 crew cab.

I have a 37AT on a triple axle trailer. Two of the three axles have surge disk brakes. I have had no issues, and passed VA State Safety Inspection a few times. I am right at 12K lbs depending on fuel and gear. I have not heard of this 12K lbs brake law.

I think the preference is to have brakes on only two of three axles to avoid a total trailer lock up, and lessen the chance of the trailer coming around. My front axle rolls free, back two have brakes. I have seen the exact opposite though as well.
