Engine cranks but won't start, Safety Lanyard ?

Engine cranks but won't start, Safety Lanyard ?

Hey I am trying to get a 5.7 to start on the throttle is a Run/ Off switch, Its a standard Mercruiser control on a 19 Monterey boat. Do I need a Safety lanyard clip to complete the Circuit.
