What is this???

O.K. I tried this question in The Bilge, but no one knew what it was. I am assuming it is boat related until someone tells me it isn't.
I see these going down the highway all the time on flatbeds. WTF are they? I asked an engeeneer friend of mine when we saw one and he didn't know either. It is about 30 - 40 feet long and about 8-10 feet wide. The gray represents an opening in the back (or front or whatever way it goes).
Looks like fiberglass. It looks like it could go in something. Notice the front(?) looks designed to possibly fit over a cab of something. The hole in the back looks like a door or a hatch or something.

Those are Quad coupling's for street sewers . They are installed at road intersections .They used to be concrete ,now they are fiber Glass .The hangover is as in case Storm water gets under it it wont push its way up .
