Engine hatch will not go up

Engine hatch will not go up
A friend on mine has a 32 Fountain Sport Fish with inboards and the hatch will not go up. He is checking it electrically but is wondering how to get it off if it is not a fuse or switch. It is the stock Fountain hatch lift. Thanks for your help!
