Default Silicon on the bolts?????????????

I am reassembling my Liberator after paint, and every bolt that I took off was buried under a little pile of silicon caulk from the factory. Is this just factory overkill, or do I need to redo this on every bolt again when I put it together? I already sealed the thru hull portion, so seems excesive to me.

Opinons?

yup, with almost every hole, theres raw (open to water) fiberglass, no matter how minut.. Id follow it with silicon, ESPECIALLY if it had it on there from the factory..
