power valve or not.

If you are not boost referenced should you remove the power valve or not when using a blower application? 509 CI B&M 250 blower with single 850 cfm Holley.
Motors run great with the power valves in place but seems to using a lot more fuel then expected. One motor is using more fuel then the other as well. For this motor I found the gasket behind the power valve to be ripped and resulted in a direct fuel leak into the blower from the bottom of the carb.

if you plug the power valve you will have to jump up about 10 to 12 jet size bigger, making it run fat at slow speed, boost ref. is best , but you can get by without it, what number power valve is in the carb now, 10.5?
