What is LOTO?
I have read about LOTO all over the site but cant figure out what exactly is it? Is it a river? or a gathering place like Claudios? I know stupid question but I'm new to this.

IMO there aren't stupid questions, just stupid people that don't ask a question and go around not having a clue.
