General 'Technical' vs 'Do-It-Yourself' sections

Why do we have these 2 sections?

The DIY section looks to have become no different than the Technical section. Just thinking someone asking a technical question my get more exposure if there was only 1 section.

The DIY was supposed to be for beer-budget stuff. Many people pay no attention to what they're posting where. General still gets daily activity that gets moved to the Bilge.
