When I installed my hydraullic steering I used a drill attachement. Not sure what its called but it turns the drill into a mini drill press. It attaches to the chuck of the drill with a shaft into another chuck with a plate on the business end with can adjust to different angles. Sears or a Lowes/Home Depot may have them. If you want I'll send you mine to borrow.

You can have a machine shop drill you a hole in a piece of alluminum or steel. That will assure that you drill strait into the transom.

Bam or Cobra in South Fl should have a Merc drill fixture jig you could rent. I rented a 3/5 Speedmaster jig from Cobra when I did my Black Thunder.
