Default engine trouble 350mag

1989 magnum converted to a votec motor...quadrajet carb edelbock airgap manifold mild cam

ok splashed the boat yesterday it ran great except for when i tried to go full throttle...at about 3/4 it would bog down and not go any faster rpms 4400 I know this boat has more...it should spin over 5000. The fuel was fresh the water separator new. someone told me maybe timing...what should i have this set at for 87 fuel. I think when i built the motor i just put it to 0 and it ran good so i left it. anyone have any suggestion..I don't have a fuel pressure gauge but getting up on plane was so problem i could hit the throttle all the way...it just once the rpms came up...it started to bog.
I know it was very broad question but i have to start somewhere.

What exactly do you mean by putting the timing to 0? Is there vac advance on the distributor? What are the cam specs?
