I would think you would want to see where you rpms are WOT. If they are too low from the recommended rpms then labbing the 28's would seem like the thing to do. I the rmps are where they are supposed to be then it may not be worth labbing them because you may just end up banging the rev limiter. You should be able to count on increasing rpms by at least 200 rpm after labbing but I am no expert. Just learning as I go.

if you drop down 1 prop size it should make the boat faster but thats something you would have to test drive to really see.
