What does error code: Fuel CKT2 Hi -- mean.

The buzzer is fully on at max rpm, and goes off when I reduce throttle. No power reduction is evident.

My 2 books say falt #191 fuel level 2 circuit high, tank 2 level. level sender for tank 2 is not working properly, non crititical, on bell, [no warning horn] guardian stays at 100%. this would be for a secondary boat mounted fuel tank. with a sensor in the tank, And if it did then the sensor would be open, with a wiring problem or a sensor problem. More then likely this is not hooked up to your boat and it would not be the problem you are having. And if it is not hooked up to your boat it could normal for that to show up on a scan tool. What engine do you have? And just to make sure you said [fuel] And I could only find [fuel level] in the book. By the way their is a big list of stuff that will set that horn off. Wink Buzzers save Dollars!!

There are several codes that will appear on almost all Merc PCM555 ecms in installations, which are fuel circuts hi, pitot circut, water temp, etc. these are non-guardian event codes and will not or should not set off a buzzer, especialy at high rpms. These are circuts and systems that on most boats are not wired in or used and are just informational.
If you are getting a buzzer at high rpms or any rpms for that matter it means that something of a "guardian event' nature is happening. It could be overspeed, low water pressure, exhaust cooling temp, engine temperature, low oil pressure, cam, crankshaft sensor , etc. You should be able to go into the ecm history with a scanner and identify the actual fault by engine hours and event count listings and this will isolate what could be setting off the buzzer and alow you to correct the problem. You can also run the boat at this rpm with the scanner hooked up a problably record the event live.

I think you di a Whipple upgrade if I am not mistaken and dustin would have your program info so he should be helpful also.

Good Luck, Don't hurt that engine! It will be expensive!
