Default Hydraulic Steering Single Add On

I have a single ram add on marine machine hydraulic external steering. i cannot get the system to tighten up! ive searched all the forums on here and done all the bleeding procedures.

I can move the ram in and out by hand full stroke(not real easy) sometimes it feels like air in the system cause when i let go sometimes it will spring back a little. but it is pushing the fluid through...

when i push the drive all the way to one side (ram off the drive) the ram will lock (try to move it by hand), so its not the seals in the ram. is there a valve somewhere that could be broke? and letting fluid circulate through?

ram is also not tight when boat is started at idle.

i have this on a 1988 checkmate 251 with 700hp and need to get this working right...

it should be a self bleeding sys. power steering pump full, run boat and turn left to right until it bleeds out, if that don't work, call marine machine, I'm sure they can help you.

ive ran boat since last year, could the saginaw valve be bad?
